Democratization and Decentralization in Post-Soeharto Indonesia: Understanding Transition Dynamics

There is ready agreement that countries do not emerge in straightforward transitions from authoritarian rule to multi-party democracy. Yet, less consensus can be found in how we understand transition dynamics in particular settings. Scholarly interpretations of the Indonesian transformation certainly refl ect this dichotomy. Drawing on the democratization literature, this article highlights the complex role both political action and institutions play in post-authoritarian settlements. It argues that, despite extensive reorganization within the new democratic framework, Indonesian oligarchs no longer exert the political grip they once did.

Démocratisation et décentralization dans l’Indonésie de l’après Soeharto: écoder la dynamique de transition

Il est reconnu que les pays évoluent rarement d’un régime authoritaire vers une transition facile dotée d’une démocratie à partis multiples. Pourtant, le consensus est plus fragile quant à l’interprétation des dynamiques de transition dans des milieux différents. Les interprétations érudites sur la métamorphose indonésienne reflètent assurémment cette dichotomie. S’inspirant de la littérature sur la démocratisation, cet article met l’accent sur le rôle complexe, à la fois d’action politique et d’institutions, qu’il joue dans des institutions d’après régimes authoritaires. L’article soutient qu’en dépit d’une vaste réorganisation au coeur d’un nouveau système démocratique, l’oligarchie indonésienne n’exerce plus la même prise politique qu’elle avait au passé.
